Have you thought of using one mini "blower" fan, and one square fan ?
The snail-shaped blower fans are a bit less sensitive to Delta P, and could be used to supply positive pressure to the host. The square fan would then be used to direct the airflow across the heatsink.
I have ~30 snail/blower fans from sff optiplex gx280s (ummm...hoarder?! ) - they eat up to ~3A and sound like an RC plane when fully fired up - but move a lot of air....
i'll see what google can turn up for smaller versions...
