No video since my iphone was dead, but it was definitely a scam. It came in a tiny envelope maybe 4 inches for 5 inches. But check out my new light!!!

It could have been a genuine mistake by the seller. He could have meant to scam you with a real Columbia light.
What kind of throw? How many kcd? Lumens? Beamshots?
I never actually turned it on until now... It doesn't come with batteries.

I got eyelash extensions in the package that was supposed to be my HID. As yet Paypal is still reviewing my claim, it’s been a month. Haven’t been able to look at ebay the same since

I knew it was most likely a scam, but I really wanted a cheap HID light. ;)
I have a POB and I can tell you that the 35W ballast can be pushed al the way out to 48 drive watts but you have to defeat the potting compound the circuit board is layered in.
