If your not sure that your cheap mulitmeter leads are giving you accurate readings, I found these leads that appear to be great quality. Here is the LINK TO DX . I just orded a pair and will update with readings when they arrive.
The third review down has measurments with it. He is using a 7x7135 board which should give 2450ma of current. Here is a part of the review

i have compared these cables with another cheaper sku.6518 (the same as stock dt9205a multimeter cables). measured current on SSC P7 flashlight with 7x7135 board and fresh 18650.
sku.6518:
- resistance is 0.3-0.4Ohm;
- current on tailcap is 1.4A.
these (sku.33451):
- can't measure resistance, short circuit is shown;
- current on tailcap is 2.45A.
so this cables have a low resistance (i think < 50mOhm)
I have a couple of sets of those, and they work fine for me. I also like that more metal is exposed than just the probe tips. Makes it much easier to attach clips to them.
I had similar ones with my Vichy multimeter, but mine seemed to measure a bit low on currents higher than 2Amps. I'll try them again with some IMR cells from bestinone.net. I hope they are the same with these.
Indeed they say 20A, but I don't really trust chinese ratings anymore. Here is a forum post on the leads you posted comparing them to the ones in my original post.
I got these by mistake and measured the resistance: 1.4 ohms. Not too bad, but http://www.dealextreme.com/details.dx/sku.33451 only have 0.8 ohms. For measuring low electric currents like in flashlights these are useless.
33451 are rated 18AWG (American Wire Gauge), these have no rating at all. 33451 come with protective caps, these don't. 33451 feel high quality, these groan when you use them.
