AC powered desk magnifying lamp

I’m looking for an AC powered desk magnifying lamp, something like this: http://www.ownta.com/magnifying-desk-lamp.html
Needs to be: 220v, LEDs (not fluorescent), powerful light, at least 3X magnification, flexible neck, heavy base (so the lamp wouldn’t fall when tilted or nudged), not clamp base, preferably under 20$.
Is the one I linked good enough? (I don’t even know if it’s AC powered or not)
Suggestions for something else?
