The Lumintop B01 is the best budget bicycle front light. Efficient driver, high sustained output, nice CCT and tint, reflector with cut-off lens. It can take both 18650 and 21700 batteries.
Did I mention it’s also cheap? ($32 on AE with EU shipping right now)
The other option I know of is the Sofirn BS01. Worse driver, lower sustained output - linear drop, smart mode - “essentially a motion sensor for the BS01. When enabled, the light will turn off if no motion is sensed after around 30 seconds. If there’s motion, the light will turn back on.”
If there’s a better option out there, I’d love to hear about it.
Ghetto option is a convoy S2+ with striped lens, to mount, use some cut up innertubes and jubilee clips at 90 degrees. There are also rubber lock-block style rubber and velcro mounts that are good, but easier for scrotes to remove.
If you use a USB chargable 18650, you can just swap cell when it needs charging, no external charging ports to leak in the rain.
Also, sorry to hear your bike got stolen, that sucks.

Sorry about the theft, that’s bad news. Using a helmet mounted light made me more visible than a light on the handlebars, and you wouldn’t have to worry about someone stealing it off your bike if you took your helmet with you. I used a Light and Motion Vis 360 for many years that had both a front and rear light and used USB charging that mounted on my helmet. They quit making them and I’m unsure if there’s a comparable product on the market now.

I have the Li-Ion powered lights I bought when I was bike commuting with the last ones purchased about 2014 or so. The Ultrafire 501b was the first 18650 powered light I bought and I bought another one shortly afterwards so I’d have both a single mode and 5 mode light. I’d already worked my way through several NiMh lights, batteries and chargers leading to some pretty low expectations but both lights still work great today with the single mode light being tossed in my tool bag for all those home repair projects performed when visiting relatives who say everything works fine. They still sell these lights, but for less money the Convoy T3 I got last summer after not buying any flashlights for a decade or so would be what I’d get if I had to replace all my bike lights and go back to bike commuting. The T3 is 1 of a bunch of similarly sized lights that run on anything from NiMh to Li-Ion cells and I got the light with a Li-Ion battery for less than the cost of a new 501b here in the US. It should fit in a 2 fish lock block too making it easy to mount in your helmet or handlebars.
I can’t help with advice for a rear light unless you can find an old Planet Bike Superflash blinky. Mine was dirty cheap, lasted years and came with a quick release mount.

It says “Recharchable”, but not, how. There are maybe two AA NiMHs in there. On the other side, putting some LiIon in there could probably be cheaper these days.
If you live close enough, it’s maybe worth a look.
Or look into Lidl/Aldi or some other discounter.
In the end, all of these lights will be plastic-housed trash that fries the LED over time.

I have the big one. The LEDs are actually cooled and the quality is good. The cells inside are legit. Not suitable for the city, the reflector is not well enough designed and blinds others.
If visibility is the goal, try reflective tape or a high vis vest? You should be able to get cheap marking blinkies, and a basic LED maglite should suffice for the cheapest operating costs.
