can any chargers go up to 4.35V?

I notice some Lithium batteries are rated at 4.35V fully charged. How do you charge them fully? What can you use?

My I suggest checking my review, it is not the best charger around or anywhere near.

I have a defective single 18650 no brand one from doingoutdoor.com one that stops at around 4.4v
If you want it let me know….
