I’m not familiar with Orbtronic. Are they known for good quality batteries?

For non-US users: http://www.fancyflashlights.com/ has Keeppower 3400mAh batteries for $14.5/piece.
Also CNQG has them for $13.5/piece (even less if buying tons of them - $11.5/piece for 10, $10.5/piece for 20, $9.50/piece for 50), but their shipping is not free IIRC.

Yes it will, Panasonic NCR18650B has charging voltage of 4.2V.
