I need a battery pack for a electric scooter and I don’t have all the tools to make one. Options?

They’re quality cells so if it fits your needs and you don’t have the tools to make a pack go for it.
Seems like it might be okay assuming that the batteries are not fake rewraps.
It is a good value for the energy capacity. Another option would be to get RC packs from hobbyking, but that ebay pack is probably the better option if the size and voltage fit your needs.

I would be more worried bout the protection/balancing PCB then the cells being used. Check it with a DMM to see if the cells stay balanced after a couple of cycles. The cells will go out of balance faster when used very heavy and discharged quite low but not under the advised discharge voltage (which should not happen because of the protection circuit).
