Is there a standard 1 inch headlamp strap that is both: phosphorescent and retro reflective?
I’m not sure phosphorescent headband would be that visible at a distance anyway, even the brightest green phosphorescent material I’ve seen would be extremely difficult to see at a distance
I’m yet to find any good phosphorescent fabric, Strontium Aluminate is a solid crystalline material and needs some sort of binder.
I own a ZL headlamp that came with the GITD silicone holder, this is quite good for finding the lamp in the dark with totally dark-adapted eyes.
Reflective is a good idea, I know the main manufacturers (Fenix, Nitecore, etc) often incorporate retro reflective elements.
For visibility, when running at night, I’ve used a Nitecore NU05 on the back of the headlamp strap on the low blinky red mode.

Nitecore has a shock cord like this for the NU25, but I can’t find a similar strap.
There are plenty of sew-on reflective fabric tape options, but I’ve not found any that are elasticated.
I suspect the ?vinyl? These tapes are made of isn’t very breathable, either, so perhaps would be best to just sew 4-6 small squares around the circumference of the head band.
If you were desperate for phosphorescent markers, AliExpress has silicone shirt button moulds for resin casting, you could make some glow in the dark buttons then sew them onto the headband, it would be a very … Distinct… look.
At one point I considered a section of electroluminescent wire, but would require it’s own battery and driver, and I didnt want the added bulk.
