If you use a logging multimeter with good leads, you should be able to determine the capacity of a battery as it runs down.
This charger might also show you how much charge it puts in, which isn't the same as capacity. I don't know if there's a testing mode, but I doubt it.
If you don’t want to spend money for that, just use an automotive headlight bulb for discharging batteries. Bulbs has a good feature, they make the discharge current curve relative flat. You also need a stopper and 1 or 2 multimeter monitoring the voltage and the current.

Although I have a hobby charger already, I used the logging multimeter at work for battery charge curve logging and saw it is the best way to see how things go with flashlights, battery chargers, discharge/charge curves etc. Any cheap yet reliable logging multimeters you might have noticed?
