1. 2P3S. You are putting in series 2 parallel 18650s.
2. 3S2P. You are putting in parallel 3 series 18650s.
It depends on how pedantic you want to get. In the strictest sense, the left one is 2P3S and the right one is 3S2P. In practice, they will generally give the same effect. Trivia fact: The left one is how laptop cells are usually arranged and the right one is how other portable electronics’ cells are often arranged. Flashlights could be either.
I always go for maximum pedantry.
