No possible way they were damaged.
In storage conditions -18 is nothing for them. Its just really bad to use them in those conditions, then it needs heating and everything(EVs)
Even discharging them at that temperature shouldn’t be a problem, just lower performance. Charging below freezing must be avoided, though.
Probably too late but if you get something this cold, put it in the least warm room and DO NOT open the package so it can warm up slowly with no condensation happening.
It impacts the battery hewlth and the performance but isnt dangerous. Thats one of the many reasons flashlights with removable batteries are better.
