It is hard to go wrong at that price with an included cell. I think you will be happy with it. Especially considering your requirements.
I used mine (25L two whit LEDs) during a recent power outage for maybe 5 hours. Navigating the house, cooking, reading. It did just what I needed it to do.

Late to the thread, but as far as a fixed-mount so it doesn’t flop around…

Get a light with rubber loops to hold the thing. I still have zero idea why people still prefer if not insist on those shiite headbands with plastic prongs to hold the damned lights. Look at 'em wrong, and the damned thing drops down to light up your sneakers.

At least the rubber loops like on the ancient Boruit that made the rounds, will keep it in place forever.

At this point, I don’t care if the light’s got the best quality beam, has the best UI, is otherwise perfection incarnate, if it comes in one of those shiite headbands with the plastic prongs, I ain’t gonna use it.

The prongs bend/“stretch” so they don’t grip after a while, which ends up in well-lit sneakers, and if even 1 prong of the 4 happens to break, the whole headband is useless, and probably the light, too, unless you got another headband it’ll fit into, or just use it as a handheld light.

The rings are grooved, so there is a lot of friction holding the battery tube in position.
