That might be useful as the initial power supply for feeding high voltage capacitors as part of a taser. I can't think of any other way I'd use it.
Adjustable voltage down to 0V might be useful, but with it adjustable all the way up to 1250V, I could see adjusting it way too far and having a very bad time because of it.
