Do they still ship primary cells?

they say: …“bare cells”…does this mean if i order one of those ENB triple 18650 power banks with three cells inside the shipping will be free?

My 32650s are still en route via swiss post, even though I haven’t really gotten any tracking updates in a while. I’m going to be upset if my flashlight batteries get a trans-European/Swiss vacation when I’ve barely been out of the states.
