Reason I have started this thread is I know not to find yourself on the wrong side of Paypal's rules, you will lose every time, I've already learnt my lessons with ebay but not so much Paypal.
I stay in South Africa, which is on the arse end of the African continent , I have lions and tigers in my back garden, I kid you not and the human animals that work for the South African Post Office seem to work in a pond of treacle because parcels take 5 days to arrive in the country and then 5-10 weeks or longer to get extracted from the pond of treacle...
Often eBay orders take months to arrived, well past the window to open a dispute via eBay, I read on the forum a guy encouraging people to rather wait a few months and if necessary open the dispute via Paypal which gives a 180 day window to open disputes.
What is the process like doing it via Paypal vs eBay, is it the same requirement - seller must provide tracking info or a refund will be given?
And if the dispute is for an item not as described how does that work with Paypal?
Last question, can I open a Paypal dispute after I previously have closed an eBay dispute for the same item? (closed the dispute because I decided to wait a bit longer).
Neither in fact both ebay and paypal have one owner company, their local supports are not good in sharing information to each other. Once I (seller) had issue when both systems have reserved funds for same refund and few weeks both supports kicked me to each other and didnt know what to do.
I will suggest you to prefer ebay dispute because they are separate from other paypal disputes. As I know paypal have system that analyze how much have they earned from you and how many problems have you claimed. If you will open too much paypal cases they can simply ban your accont.
As buyer from another BRICS country, I can suggest you to choose biggest (central) post office that can be found in your city and rent a post office box (with individual zip code) there. This option can be not officially available, you just need to use any way ( :money_mouth_face: ) to reach agreement with office managing director. Im sure that lots of parcels without tracking number that a lost know will arrive safety this way.
Unfortunately eBay and PayPal no longer have the same owner. At one time eBay did own Paypal, but an activist group of investors (I believe led by Carl Icahn) forced PayPal to be spun off, and PayPal is now a publicly traded company, just as eBay is. PayPal is traded on the NASDAQ as PYPL. While this was probably good for investors, it hasn’t been especially good for the customers.

The South African postal service is generally ok, around 5-10% of my orders from ebay don't arrived, the big issue is they are so painfully slow to process the distribution of parcels once they arrive in SA.
What's percentage of parcel loss do you guys in the US and Europe experience?
Some Chinese sellers won't ship to some European countries but they will ship to SA, Italy and Germany seem to be 2 countries with problematic customs/postal systems.
Reliability in the US depends upon the service. I have had very little trouble with Priority mail. It is very rare for things to be lost by the USPS, and delays for Priority Mail are also rare. 1st class parcels are another story entirely. While very few are actually lost (probably less than 1%), a large portion of them are delayed or mishandled and I have had some disappear for literally months before suddenly turning up in a post office where they obviously didn’t belong. Mishandled in this case means the tracking shows they were mis-sorted and sent to a Post offices hundred or even thousands of miles from where they belonged (i.e. New York to Pittsburgh via San Juan PR or Miami FL). I now refer to 1st class as LastClass®, because even parcel select parcel post service is often faster. I used to sell extensively on eBay, but I wouldn’t ship to Italy either. I have actually had registered mail sent to Italy disappear!
I argued with a buyer for months concerning a purchase, not ebay, to transfer a purchase which was an option. This was not an individual but a company. Numerous emails to them went unanswered. The second I filed a dispute with PayPal, I got my discounted purchase.
I also use eBay quite a bit, (116 purchases). I personally wouldn’t waste my time with them, and would go through PayPal. When it comes to losing the sale and money already paid, they’ll try to make it right quickly, in my experience.
Sounds to me as if your seller is trying to screw you by telling you to wait a bit longer. Yeah, just long enough so you can’t file any disputes.
I don’t care where in the world you are, it should not take 6 months to receive a purchase.
Their trying to waste your time so you give up and take the loss.
Screw that. Don’t care what the cost, any amount, make them do it right
You can file a dispute in the ebay resolution center within 30 days from the estimated delivery date, or in the paypal resolution center within 180 days from the transaction date.
