TA said those 2 lists were raw excel files. I don’t know why the excel file does not match the Google docs spreadsheet. I’m not really familiar with these types of documents.

This white spots on the tailcap look more like some packing / filling material, that stayed on the lamp after someone has pulled it out of a box….
So, no worry!
That looks like chipped anodizing. Unfortunately we have seen multiple pictures of the parts stacked on top of one another without some type of buffer. Pick a part up wrong it will scratch or chip easily enough. Not on purpose obviously but it can happen.
