It really depends what you are wanting to do with it.
Quadcopters or infact any radio controlled aircraft is a far vaster and more diverse world than flashlights.
Most countries tend to classify radio controlled aircraft as toy/hobby grade for small ones (usually a weight limit). And larger ones as proper aircraft.
The latter will normally need licenses and permits to fly, while the toy/hobby ones don’t.
Also it is common that if you use it for any commercial reasons (regardless of size), such as taking photo’s or videos, then you usually need additional permission, licenses and permits.
If you want to fly FPV (first person view) rather than line of sight, this can also change things, depending on where you live.
There are many good and great budget quads, which are a lot of fun. From tiny ones you can fly indoors, to medium sized ones that fly well outside. These larger ones can be equipped with camera’s easily.
Although if you are doing professional work you’ll want something more substantial.

However I must point out. Flying is a skill and one that must be learnt. You can’t just jump into flying a large FPV rig. It’ll only end in tears and is most likely illegal.
If you can’t fly, you need to learn and learn the correct way.

BTW - if you want to start out and have a go, then the WL Toys quads are very good as a budget hobbygrade quad. The offer mini and micro sizes and some with inbuilt camera systems.
If you want bigger, faster and a better camera platform, then you’ll need something a notch up. And either as a kit you build, or as a much more expensive product.
