The difference between high and turbo is most noticeable when you have a fully charged cell. When the battery depletes, the voltage reduces as well. This results in a reduced output of turbo, so eventually its output is about the same as high. I find it an unfortunate “feature” of a lot of single 18650 XM-L2/XP-L lights.
