Lets get the easy one out of the way first… $70 and Lumens = Convoy L6 or Thorfire S70S (I am also factoring in $$$ for IMR 26650 cells)
The harder task is going to be overall Lux to reach 400 meters, yet still maintain a lot of lumens for $70… Maybe a Convoy L2? Its “only” about 1000 Lumens from a single XPL emitter. Or perhaps a haikelite MT02 which I am not sure will reach 400m of “usable” light.
IIRC the XHP35 throwers (lux and lumens) are mostly going to be north of $70.
It depends if you want ansi FL1 400 meters throw or actually usable 400 meters throw, the first choice requires 40 000 cd , the second one arguably at least 160 000 cd (and that would be just 1 lux on target).
I think a sense resistor modded Convoy L6 might get you near 400m for $70. It wont be a tight spot as it nears that distance but it will be an intense fat beam.
I highly recommend the Imalent DN70 and DN35. The on-board charging and included battery is a big positive for both of these. Shipping is also not a problem to most countries.
Also on my list are:
Skilhunt S3pro, with on-board charging but no 18650 battery not included. Around $45 with a coupon code.
KD Litker C8.2 with XHP35 emitter. Around $29 with no 18650 battery or charger.
Utorch Ut02 with on-board charging but 26650 battery not included.
and last but certainly NOT LEAST, the Emisar D1 and D1S. Awesome lights for $40!
18650 will not have the amp-hour capacity of 26650, in this case by a factor of (about) 3400/4500. Although voltage will be identical… 8.4 nominal for the series.
Do you have a smoke / vape shop in your area? A lot of those places sell high current 26650 cells. Alternately you could harvest the cells from tool packs. You would need to really do your research though and make sure the manufacturer uses good IMR / hi drain cells.
The DN70 gives more light but the beam is less concentrated than the DN35 so it doesn’t throw as far, if you need a throw of 400 meters as stated in the OP, the DN35 might be the better choice.
I believe there might be codes by M4dm4x or Freeme (both BLF members) to pay less for these lights, don’t pay full price.
The Emisar D1s and the utorch UT02 are rated to 700m of beam distance. So is the Haikelite MT07S.
I haven’t seen tested lux numbers for the KDlitker C8.2 XHP35 because its very new but I suspect throw to be around 500m.
I have all 3 of these lights as well as the others I recommended and they all perform very well. Any will serve you well. You just have to pick the size and form first.

There is a wealth of knowledge on here and some very strong opinions too. You’ll get lots of people saying “buy this and mod’ it”. That’s not for beginners but is a great hobby option.
May i suggest you buy a good high performing C8 like the KDLitker C8.2. start there and its only $30. Buy a Sony 18650 VTC6 and an XTar MC1 charger. All included, $45. Remember, This habit is addictive……

That’s about $30 for two 26650. It’s expensive compared to what we can get from China but even in France they are not much cheaper - 14 euro for one Efest IMR26650 for instance.
