I want to wire up two flashlights to serve as headlights—replacing the standard ones—or as auxiliary lights for off-road use, because I need very powerful illumination. As you know, car voltage reaches around 14.3V. How can I determine the operating voltage of a given flashlight (e.g., by looking at the Li-Ion battery configuration), and how do I wire up the switch?

The short answer is, you buy a dedicated lightbar or spotlight of sorts. If you want to use your existing flashlights, then at the very least just a mounting bracket. Are you going dune buggying or something?

If you want it to be reliable, get a light bar or a dedicated spot light. If you just want to jerry rig it up and have it work, you can get a voltage regulator and hook it up to a relay and a switch. I would go with option 1 if I had to trust my life to it.

Hmm.. light bar It’s quite bulky for my intended use; I’d rather mount the spots/LEDs/whatever on the bumper and keep them somewhat discreet.

You don’t. It’ll dazzle other road users as the beam won’t have a cut-off. This modification to use flashlights as regular headlights would be illegal in most countries.
For off-road, why not use a proper spotlight designed for such a purpose?

You have a point, but when choosing a flashlight, I think I have some advantages—like reviews that show the actual light output—whereas with those advertised spots featuring AI-generated images, you could easily get scammed!

I think it’s better to take proper led spot lights from a good brand (for whatever task you want - need them) ! Just find what model - type fit on your needs, and you are good to go !
(Otherwise with the flashlights you will have to make some modifications, and probably aren’t going to be so good, especially in the long run !)
