I have done some quick and dirty math, to test out the cooling capability of the internal fan.
Methodology
I turned the flashlight on turbo mode and monitored the rise in temperature with my IR thermometer. My IR thermometer has proven to be very accurate and it has decent precision, with the uncertainty of my measurements being 0.1ºC.
Using Newton's Law of Cooling
Where T2 = T0 + (T1 - T0) * e(-k * Δt)
k~=0.00121372 with the fan.
k~=0.00024896 without the fan.
With Fan 45.5-35ºC ~ 10 minutes ΔTemp = 10.5ºC
Without Fan 46.1-43.2ºC ~ 10 minutes ΔTemp = 2.9ºC
Clearly the fan does work. I have not tested to see how it extends runtime, I will do further testing with my new lux meter on Thursday or Friday.
