Are they brand-new, just rusted?

Are they genuine?

On the average, at what voltage are they at now?

….and why are they rusted…some historical explanation will help…

Trisky you should change the wording on the title. “Defective” suggests that something does not work properly or may be dangerous. I think this word is scaring people. Perhaps you could consider calling them “Blemished”, this word means that there is a problem with the appearance but not with the functionality.

Although the cells with damaged “bruised” (dented) casings do seem dangerous to me, and the cells with broken PVC are probably not safe to be shipped unless special care is taken to insulate them. I would be interested to know if these cells are genuine.

Battery related information is welcome, like those blue 25Rs which are known to be old stock. I do not doubt those cells' condition is still very good but it adds to the gamble, raising the stakes.

What about shipping costs?

I believe most people will be interested in inexpensive mail deliveries. We at least need some international weight based quotes to at least EU/UK and USA/Canada: up to 200g, from 200+g to 500g, from 500+g to 1000g, or sort of. And hope they're low, because right now certain AliExpress sellers are selling brand new cells at ludicrously low prices shipping included.
